Description of Job
**Digital Service Expert positions are term-limited for two years, with some opportunity for a one-year extension. **
Looking for a role that taps into your expertise in digital services? Do you shine at conveying big-picture initiatives to the public using these platforms? If this sounds like you, then you might be just the person we’re seeking. The Governor’s Office of Information Technology in the State of Colorado is on the lookout for a Digital Service Expert specializing in Service Design.
In your role, you’ll be developing a human-centric, service-first approach to a project that impacts every single employee at the state. Utilizing a player-coach mindset, this digital service expert will help to develop a human-centered and service-first approach to transforming payroll at the state.
You’ll be tasked with managing intricate internal stakeholder environments, building support, and reaching consensus for forming and communicating strategy and goals. Your input will be crucial in assisting our Digital Service team to offer trusted, expert guidance on technology product launches.
As a Digital Service Expert, you’ll be part of a diverse, experienced team of senior technologists playing a unique role at OIT. You’ll be collaborating with multiple roles in the product development life cycle, acting as a strategic partner, and helping to scale modern software practices at the state.

Some of your important responsibilities will include:
- Supporting our agency partner, the Department of Personnel and Administration, and OIT in developing a service blueprint and continuous discovery into service delivery and service improvement recommendations
- Running iterative testing of features – usability testing, prototyping, etc
- Informing DPAs work to develop a data model and data dictionary that supports improvements in service delivery and instrument it consistently within the experience to minimize user confusion
- Proposing incremental improvements for a continuous improvement software delivery process
- Articulating human processes and journeys with visual artifacts to ground stakeholders
- Leading with curiosity and understanding of the financial and operational processes of actors with the state ecosystem and their relationship with DPA and the payroll modernization project

A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While most salary offers are made within the posted range, occasionally an offer is made below or above the posted range based upon this salary analysis.
This is a Skills-based Job Announcement. The required minimum qualifications and/or
education (if substituting for the proven experience, knowledge, and skills), are as follows:
Minimum Qualifications:
- At least 5 years of experience as a product or service designer in complex environments; extensive experience with service delivery and customer satisfaction; relevant experience in an IT applications/solutions delivery role.
- Documented proficiency in working collaboratively with teams across the software development life cycle.
Substitutions:
- Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.
- Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
- If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.
Preferred Qualifications:
- Experience working in, or with, the public sector is a plus.
- Experience in a high-growth start-up environment.
- Experience in a variety of quantitative and qualitative design methods to address a problem at hand.
- Experience in planning, facilitating, and synthesizing design thinking workshops.
- The proactive driver of collaboration, voicing ideas and concerns with stakeholders, cross-functional peers, and designers effectively in a remote-first work environment.
Conditions of Employment:
OIT employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.
A pre-employment background check will be conducted as part of the selection process.
Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.
This position may require travel within the specified geographic area, and to locations across the state as needed.
This position may require on-call duties as needed by the position.
