The TEC – Te Amorangi Mātauranga Matua is a small Crown agency with a big job to do – ensuring New Zealanders have the skills and the knowledge they need to ensure lifelong success to build a great country. We lead the Government’s relationship with the tertiary education sector in New Zealand and provide career services to lift the aspirations and skill bases of all New Zealanders from ages 7 to 74.
We’re seeking a Principal Business Analyst/Service Designer, Fixed Term until 18 December 2020 to support the Reform of Vocational Education (RoVE) programme. RoVE is the largest transformational change in the education sector in over 30 years, creating a strong, unified, sustainable system for all vocational education.
You will be working with leaders, and other key business stakeholders in the WDC (Workforce Development Council) and ITO (Industry Training Organisations) Transition project team to design and establish new WDCs with industry and transition the current Transitional Industry Training Organisations (TITOs).
WDCs will be part of the fabric of New Zealand’s new vocational education system and will play a key role in driving innovation and excellence in vocational teaching and learning in areas of strategic importance to New Zealand by strengthening links with industry and communities.
What will you be doing?
- Leading the development and execution of design and implementation approaches and practices
- Developing processes, guides and other artefacts that can be used by industry stakeholders and TEC to implement the design
- Championing the role of analysis and design in achieving our strategic and operational objectives
- Engaging with key stakeholders to elicit requirements, collaborate on design and implementation approaches and create buy-in to the solutions proposed.

- Working across the business, building networks, collaborating and influencing to get the job done.
What will you bring?

- Extensive expertise and experience in business analysis and service design
- Extensive experience in identifying and assessing business and information processes and their effectiveness
- A strong ability to use evidence and analysis to drive decisions and advice
- An strong ability to anticipate potential problems and develops contingency plans accordingly
- Excellent visual modelling (e.g., work flow diagrams, wire-frames) capabilities
- Well-developed reporting and design documentation experience
- Your experience and knowledge of what good business and service design looks like
- Your high proficiency in design and project management methodologies and practices
- Your advanced knowledge of computer software packages including Visio, Excel, Word
- Experience in working with change management methodologies.
