Context

The Innovation Mission, with the General Management, supports the Departmental Council’s departments in transforming their public service offering to adapt it to the changing lifestyles, practices and expectations of Val-d’Oise residents. It thus contributes to the dissemination of a new managerial culture and new practices that give Val-d’Oise residents more room for co-design, creativity, collective intelligence and experimentation. It combines public marketing and data analysis functions, immersion and observation of uses and practices, change management and continuous improvement. Within a multidisciplinary team (human and social sciences, data scientist, design, operational excellence), the designer will design and create.

Assignment

– Support the various departments of the institution in their projects to transform or improve user services, by identifying the obstacles and levers for innovation 

– Contribute to the development of the specifications – context, objectives, methodology, timetable, etc. – whether the project is internalized or subcontracted to agencies

– Lead and/or participate in immersions, interviews, listening and observation phases

– Lead and/or facilitate co-design workshops with users and multidisciplinary teams

– Work on usage scenarios and manage prototyping, testing of imagined solutions, and impact measurement

– Benchmark and work on ideas, concepts for new services, allowing us to re-question our practices and renew the user experience 
 – Integrate into an open innovation logic and collaborate with partners of different types (start-ups, major schools, communities, researchers, etc.)
– Actively participate in the dissemination of design culture within the institution via different awareness and training formats (workshops, seminars, Ecole Management Innovation, SPOC, etc.)

– Document the projects carried out, their methodologies, their results

Profile

You master :

• The principles and methodology of service design and design thinking,

• The technical bases of design (drawings and representation): diagram, wireframe, usage scenario, mapping, graphic design tools, prototyping,

• Creativity and codesign techniques, and you know how to lead a workshop and choose the right tools to implement,

• Software: Adobe creative suite (Ai, Indd, Psd) / Prototyping software such as Axure or Marvelapp,

• Project management and speaking English. 

Relational: 

• You are passionate about user research, innovation and design in the broad sense (product, space, service, interface). You have excellent interpersonal skills that allow you to interact with internal and external partners of very different levels and sectors of activity. You know how to manage a project independently and you know how to demonstrate openness (humility and benevolence towards new ideas) and have group leadership skills (assertiveness in a group, sense of pedagogy, etc.).

You are curious, creative and show initiative, you have a real ability to convince, to promote ideas and achievements. You have a good network of contacts in the field of innovation and design (agencies, higher education, etc.). 

Knowledge: Skills of local authorities.

Specificities

With a Bac+5 degree from a university course in Design, you have at least 3 years of professional experience which has led you to integrate broader skills.
