General Information

This is responsible administrative and professional work involving the design, improvement, and optimization of the organization’s service delivery as part of performance and improvement programs for the employing jurisdiction.

Requirements

Minimum Qualification Requirements
Attainment of a minimum of a bachelor’s degree from an accredited college or university in design, business, public administration, engineering or related field and a minimum of three years of responsible experience in process improvement methodologies such as design thinking and human-centered design or related area; or a combination of education and experience equivalent to these requirements.

Special Requirements
Must possess a valid driver’s license from state of residence.

Essential Requirements of the Work
Knowledge of local government organization and administration, or the ability to readily acquire such knowledge.

Knowledge of process improvement methodologies.

Knowledge of design thinking principles and processes.

Knowledge of the principles, practices, and techniques utilized in conducting workshops.

Knowledge of current trends and objectives in conducting performance and improvement program workshops.

Skill in attention to detail.

Skill in the analysis and interpretation of complex information.

Skill in interpersonal interactions.

Skill in the use of computer software including Microsoft Office applications.

Ability to interpret quantitative and qualitative data and synthesize into actionable improvements.

Ability to conduct user interviews, surveys, and other research methods.

Ability to communicate design ideas and findings visually using diagrams, maps, and other tools.

Ability to facilitate workshops, process mapping, and business process modeling.

Ability to write clear and concise reports.

Ability to identify operational inefficiencies and implement corrective actions.

Ability to operate computers and job-related software, demonstrating proficiency in computer skills as well as the ability to generate relevant communications and process mapping materials.

Ability to prepare clear and comprehensive reports.

Ability to communicate effectively, both orally and in writing.

Ability to foster a team environment.

Ability to establish and maintain effective working relationships with officials, department heads, coworkers and citizens.

This position may be required to work extended hours before, during, and/or after a disaster, including additional responsibilities outside of normal

operations.

Physical Requirements:   Ability to exert physical effort in sedentary to light work, which may involve some lifting, carrying, pushing or pulling of objects and materials.

Distinguishing Features of the Work
An employee in this class is responsible for facilitating the understanding of service delivery providers and recipients in performance and improvement programs through engagement, workshops, and the development of supporting tools and materials. Work is performed in accordance with established guidelines and procedures with considerable independence of judgement under the general direction of a designated supervisor.
